POSITION PURPOSE

Responsible for leading and managing pharmacy technician operations, including oversight of medical management functions (utilization management, pharmacy management, and care coordination). Ensures compliance with organizational policies, state and federal regulations, and supports strategic initiatives to improve pharmacy services. Provides leadership, mentorship, and performance management for pharmacy technician staff.

 

ESSENTIAL JOB RESPONSIBILITIES

Leadership and Staff Oversight

  • Manage daily operations and scheduling of pharmacy technician staff.
  • Conduct staff huddles, assign tasks, and ensure coverage during absences.
  • Monitor workload distribution and ensure timely completion of responsibilities.
  • Oversee performance management, coaching, and onboarding of new staff.
  • Maintain HRIS records including PTO requests, timecards, and leave tracking.
  • Develop and update Standard Operating Procedures and departmental policies.
  • Collaborate with leadership to implement system-wide process improvements.
Regulatory Compliance
  • Maintain current knowledge of Oregon Administrative Rules (Medicaid).
  • Ensure compliance with internal policies, Code of Conduct, and applicable regulations.
Utilization Review
  • Review pharmacy and medical service coverage requests and document decisions.
  • Apply Health Evidence Review Commission guidelines and utilization management protocols.
  • Analyze claims data for medical necessity and cost-effectiveness.
  • Support pharmacist review with accurate documentation and benefit verification.
Formulary Management
  • Assist with formulary updates and benefit configuration changes.
  • Generate reports on drug utilization and market trends.
  • Conduct pricing and utilization analyses to support formulary decisions.
  • Maintain medical and prescription drug policies in collaboration with pharmacy leadership.
Care Coordination
  • Support Medication Management program operations and member outreach.
  • Coordinate with case management and providers to resolve medication barriers.
  • Educate members and practitioners on benefit structures and responsibilities.
  • Ensure timely medication dispensing and assist with grievance and appeals processes.
Project and Program Management
  • Lead pharmacy technician initiatives and support strategic program implementation.
  • Contribute to workflow development and continuous process improvement.
  • Manage quality improvement and population health initiatives.
Other Duties
  • Perform additional responsibilities as assigned to support departmental goals .

QUALIFICATIONS

Minimum Qualifications:

  • Current National and Oregon Certified Pharmacy Technician (CPhT) licensure.
  • 4+ years of pharmacy technician experience.
  • 4+ years of managed care experience.
  • 2+ years of project management experience.
  • 1+ year of program management experience.
  • Experience in quality improvement and population health management.
  • Proficiency in pharmaceutical and medical terminology.
  • Strong computer skills including MS Office and data analytics.
  • No suspension/exclusion from federal healthcare programs.
Preferred Qualifications:
  • College degree in business, health administration, communications, or related field.
  • Excellent customer service and communication skills.
  • Experience leading diverse teams and working with varied communication styles.
  • Ability to manage remote workflows and meet deadlines independently.
  • Bi-lingual capabilities and cultural competency.

 

PHYSICAL DEMANDS

Typical office environment requiring standing, sitting, walking, bending, and lifting up to 25 plus pounds.  May be exposed to patient and environment conditions such as unpleasant sights, smells and contagious diseases.
